James Paul is a Distinguished Doctoral Fellow at the University of Arkansas’ Department of Education Reform. Prior to joining the department, James was an Associate Policy Director at the Foundation for Excellence in Education (Excel in Ed) where he collaborated with state partners to develop and implement school choice programs. James also experience in communications and government affairs, which he developed as a Senior Policy Analyst for the Commonwealth Foundation in Harrisburg, Pennsylvania. A graduate of Syracuse University (BA and MPA), James conducts empirical research on trends, requirements, and attitudes related to diversity, equity, and inclusion in higher education. He also contributes to evaluations of public and private school choice programs.
